CCA Board and NAC meeting highlights

Several business meetings took place in Tucson, Arizona on March 5 and 6 prior to CCA’s 2023 Annual Conference. Please read on for a recap of the meetings.

Board gives green light to consider LCAs as members of CCA

The Board of Directors gave careful consideration to a recommendation by the Governance and Nominating Committee and the working group to include Local Construction Associations (LCA) as members of the Canadian Construction Association (CCA). The Board was supportive of the direction and will consider a final recommendation, including necessary by-law changes and any operational considerations no later than its September 2023 meeting. Subject to Board approval, the by-laws would be brought forward to the Annual General Meeting for approval in March 2024.

The working group, consisting of contractors, Nicole Chabot (Civil, MB), Trevor Doucette (GC, AB), Tom Coughlan (TC, NB), Joe Wrobel (Civil, BC) and COOs, Shannon Friesen (SCA, SK), Grant Feltmate (NSRB, NS), Pierre Hamel (ACQ, QC) and Ron Hambley (WCA, MB) will be consulted in April to discuss draft by-law amendments and provide suggestions on an implementation plan.

Endorsement of CCDC documents

After extensive consultations and requests for feedback from National Advisory Council (NAC) members and CCA partner associations, CCA’s Board was pleased to endorse the following CCDC documents, including two new documents developed specifically for Quebec to align with their Civil Code:

  • Revised CCDC 2MA
  • Revised CCDC2 WA
  • New: CCDC 2CcQ

And approved:

  • New: CCA 1CcQ

Webinars orienting the industry to the value of CCDC documents continue to be well attended and recordings are now available to LCAs and their members through an online library. CCA continues to target buyers of construction to advance the use of fair procurement practices, including CCDC. For more information, please look at the CCDC events site or reach out to the CCDC team at info@ccdc.org.

CCA partner reports provide national perspective

The Board greatly appreciates the reports that provincial and other associations prepare to keep the Board informed of issues of national importance. The summary report is available here.

CCA Hill Day 2023 – Format change

Later this fall, CCA is planning to host its annual Hill Day, with one change. The Hill Day will be held on the first day, followed by a reception that evening, and the NAC meetings will take place the following day. This will ensure that the NACs have the opportunity to discuss the key messages they heard from elected officials and evaluate any implications on the work of the councils.

National Advisory Councils advancing industry initiatives

Each NAC is working on at least one initiative to advance standard practices in the industry. The following projects are in progress:

  • A webinar series, Read your construction contract, to help educate members on the essential elements of a construction contract, supported by a CCA guide.
  • Recommendations on immigration points by province and fit with construction.
  • Preparation of a material/supply cost escalation guide and inflation best practices paper. Reviewing and commenting on Quebec’s approach for national application.
  • Preparation of an overview of current procurement models and a webinar.
  • Organization of a webinar with the federal government to explain the immigration system to the industry.

AGM

In addition to electing the slate of candidates to the 2023-2024 Board of Directors (read our press release), the members approved new by-law changes to allow for the Chair to serve an optional second year and for electronic (virtual) meetings to be called.
